To address your questions:

1) Those services are deprecated, which means that they still work but
their use is discourage.  The services will be sunset on April 22,
2010 and was announced on the AdWords API blog:
http://adwordsapi.blogspot.com/2009/10/were-happy-to-announce-newest-version.html.

2) All of the v2009 services are fully production ready and you should
begin updating your application to use them.  As for the
GeoLocationService, geocoding by only a postal code is not a supported
feature, so this behavior is expected.  The documentation currently
states that all the fields are required except for countryCode ( see
http://code.google.com/apis/adwords/v2009/docs/reference/GeoLocationService.Address.html
).
