I have been trying to use the api for weeks now.  I made sure that my
cards worked and all the data are correct.  Sometimes when submitting
the cards I get a card not approved error, but then it appears to work
after that.  I believe I got errors for 4 out of 5 cards that I try,
all of which are valid credit cards that don't have problems anywhere
else.

I still cannot access the api, and continue to get this message.  What
should I do?
