Hi Sandro,

A few points:

1) Campaigns cannot be removed, but they can have their status set to
"DELETED".  This will hide them in the AdWords web interface (based on
your settings) and they won't count towards the campaign limit in your
account.

2) The AdWords API Sandbox environment has a limit of 25 active
campaigns (just like production), so you should be able to use it for
your testing.
