Hi Suraj, The only method in the API that may help is the v13 AccountService.getMccAlerts():
http://code.google.com/apis/adwords/docs/developer/AccountService.html#getMccAlerts I'm not sure if this particular message will be returned as an MCC alert, but you may want to test it out.
