Situation: I download a keyword and creative structure report, with
this reports i build a complete copy of the account in my database.
Changes made in Adwords will also be made in my local copy of the
account. In my software it is possible to manage the account and make
changes to it (pausing, bidding, etc.)

Problem: In adwords you can set a keyword MaxCPC to 0 so it will
inherit the bid of the group (the adGroupMaxCPC). For example, you
have a certain keyword with a maxCPC of 0 euro in an adGroup with a
bid of 80 cents. In the structure report this keyword will have an
adGroupMaxCPC of 0,80 and a maxCPC of 0,80.
Therefore it is impossible to know if the keyword bid was set as 80
cents or it was set as 0 cents.

When a user changes this adGroupMaxCPC in my software, it is
impossible for me to know if i have to change the keywordbid as well
or if it stays the way it was (because there is no way for me to know
if the keywordbid was 0 euro or 0,80 euro).

Does anyone have a solution for this? My clients are very unhappy with
this "bug" in my software, but I don't see any solutions using the
structure report. Using the regular API-functions isn't possible,
because i'm handling accounts with up to 1 milion keywords, the costs
of using these functions would be outrageous.
