The TargetingIdeaService is based on different technology than the
KeywordToolExternal, and the results are more closely related to the
Search-based Keyword Tool:

The monthly search volume is not available for the current month,
since the month is still in progress.  Last month's search volume is
made available about a week after the end of the month.  For an
average value you can use the attribute TARGETED_MONTHLY_SEARCHES:
