Hi,

I think the problem is that the fields of CampaignOperation are not in
the correct order as defined by the WSDL.  The same order is reflected
in the documentation:

Also, are you trying to use a bidding transition only for the purpose
of setting ad group bids or are you also actually transitioning the
campaign from one bidding strategy to another?
