Hi, The AccountService provides this functionality, but it is currently only available in the v13 version of the API.
http://code.google.com/apis/adwords/docs/developer/AccountService.html#getClientAccounts You can continue to use the v13 version of the service since it is not part of the April 22nd sunset.
