I'm getting some developers to build me an application that uses the
API. I am a bit worried that they will rack up big API bills when they
are testing it, however. I know that I can set a monthly budget in the
MCC to prevent this but I would like to know if Google strictly
enforces these API budgets or if it's possible to exceed them in the
same way its quite easy to exceed conventional adwords budgets.

Could someone from Google please advise? The last thing I want is to
set a budget of say $100 and then end up with a bill for $800 because
some dopey developer forgot to close a parenthesis in the code or
something.
