Each of your customers can use your approved developer token. You may however need to take note of the limits on developer token and the API's services' usage. That said, your customers would then need to create their own set of OAuth2 credentials so that they can use those to authenticate only the accounts that they need to manage. As for creating their own ads, I would recommend that you check out our campaign management guide as well as our ad management guide. As for monetization of these services, this is already outside of our API team's scope. You may try and reach out to the Google Ads Product Support team via this link, to discuss Google Ads policies related to monetization. I hope this helps.
