Moving forward, it appears that you have encountered the OPERATION_NOT_PERMITTED_FOR_CAMPAIGN_TYPE which means that this operation is not permitted on this campaign type. As per this document, it is mentioned here that you cannot override bid settings at the ad group criterion level. Having said that, this is the reason why you are encountering the said error.
