Upon checking, I can confirm that the ListAccessibleCustomers method will be counted on the 1,000 daily limit of the developer token. If you want to get the accounts where your authenticated user has been added with admin or other rights in the account, then ListAccessibleCustomers is the only method that you can use. However, if you want to get the accounts under the hierarchy of an MCC account, then I can suggest using the customer_client report. Let me know if you have further questions.
