The reason I ask is because that I frequently pass that limit (every
few days or so I get a few reports of about 400 MB). I even managed to
get reports as big as 1 GB, others reported even more.

The referenced doc is obviously outdated, in 2008 the same question
was asked because others could get 400 MB reports:

In January Eric Koleda stated that the limit is applied on the
*compressed* size, see

But the size is not the only indication that the docs are outdated.
According to those docs the report job will complete without problems,
but when downloading, they are cut off at 250 MB.
The experienced behavior (report status is Failed) is a obviously a
change from previous behaviour and not described in the docs.

So I wonder about the new restrictions on report sizes?
