Details of the PolicyTopicEntry.topic / ad_group_ad.policy_summary.policy_topic_entries are only available via the API when a specific ad group ad encountered a policy issue. Our team, unfortunately, also does not have documentation on the API equivalent of the topics you listed. That said, since ad policies are generally outside of our API team's scope, and for all possible policy topic entries in Google Ads, I would recommend that you reach out instead to the Google Ads Product Support team, via this link, for further guidance.
