I understand that you want to add an In-Market audience to a campaign via API v11, python. Having said that, as per this guide, kindly note that by default a new campaign will not contain user interest criteria. Only negative criteria are supported at the campaign level. In addition, you may check this code sample which is for adding Campaign Targeting Criteria. Furthermore, I would suggest checking this API document which is for creating audiences and it also shows here the other way to create an audience which is you need to use the AudienceService.
