The documentation for v12

says that the UNSPECIFIED option is available for the 
ad_group_criterion.quality_info.post_click_quality_score metric. In fact, 
I've made a request with the GADs API, which returns a report where this 
column contains the UNSPECIFIED value. However, if I try to create a query 
where I try to filter out rows where this metric is equal to UNSPECIFIED, I 
get an error:

*"Filtering by \'UNSPECIFIED\' is not supported."*

The query builder 
<https://developers.google.com/google-ads/api/fields/v12/keyword_view_query_builder>
 
also doesn't allow us to filter by UNSPECIFIED.

Why is that? Why can't results be filter by UNSPECIFIED? It doesn't seem to 
me that there would be any problem to filter by UNSPECIFIED, but maybe this 
is not supported (yet?) because of an implementation challenge/issue? Will 
this be supported in the future?
