The Google Ads API's customer match feature's workflow currently does not discuss utilizing shared user lists. The Google Ads Product Support team should be able to clarify whether that scenario you wish to implement is applicable through the Google Ads UI. In the API's perspective, you should be able to create a completely new user list object using the UserListService and populate it with members by again referring to the customer match guide.
