Hi Lambert, The developer token can only be acquired from a production Google Ads MCC / manager account, and from its Tools and settings > Setup > API Center view. In this section and in the Step 1 item, it states that :
You must first have a Google Ads manager account before applying for a developer token. I hope this helps.
