Hi Tanveer, Most of the services of AdWords API v13 were turned off several months back. See http://adwordsapi.blogspot.com/2010/04/most-v13-services-turned-off-today.html for details.
You need to migrate your code to the new version of AdWords API. The easiest way would be to pick a client library from http://code.google.com/apis/adwords/docs/clientlibraries.html, and migrate your code to use the library. All libraries come with code examples. For instance, http://code.google.com/p/google-api-adwords-php/source/browse/trunk/examples/v201003/GetRelatedKeywords.php shows how to get related keywords using the version of AdWords API. Another useful resource is http://code.google.com/apis/adwords/docs/callguide.html#keywordtoolservice, which gives a rough mapping between various services and methods of AdWords API v13 and the latest version of AdWords API.
