The values you are retrieving being different could be due to how it is processed based on the client library you are using. For context, performing curl requests should follow the values as listed in the campaign report documentation wherein you should get values such as ENABLED or PAUSED. That said, for handling the response in Python and ensuring you get values consistent with the documentation, I would recommend that you raise this to their client library owners via this link.
