Hi,

Thank you for reaching out to the Google Ads API support team.

According to this earlier blog post, "In a given create/remove UserData 
operation, each set of user_identifiers should be for a single user". That 
said, and as seen also in the example from the blog post, multiple addresses 
can be specified as long as those are related to only 1 user.
