At this time there is no sunset date set for the v13 ReportService,
and any announcement to that end will be made on the official AdWords
API blog:

The core engineering team is currently working on allowing you to
segment the Ad Performance report by keyword/placement, and they hope
to have that feature ready in the not to distant future.  It is likely
however that for the full keyword data you will need to run a Keywords
Performance report and join the data, as is already the case for other
reports.
