Add to that, if in case that the website is not working on your end, you may try another device which is not connected on the same network to check if the website is working or not. If it is working, it is possible that the cause of this unavailable is network related. In addition, from the Google Ads API perspective, you may use the geo_target_constant report to fetch the values of geo_targets.
