Using

bidding_strategy.status != 'REMOVED' ORDER BY bidding_strategy.name
as the base query, I'd expect either
bidding_strategy.non_removed_campaign_count or the ORDER BY to be the slowdown.
Can you replay this query 3 times:
1. without: non_removed_campaign_count
2. without: ORDER BY
3. without: both 1 and 2 above.
and provide the timings?
