The removal of this field is related to broader changes that stemmed from Merchant Center. We published a blog post describing the changes back in August of last year. In my research, I haven't been able to determine whether there is a way to retrieve this country code, since criteria can now to associated with multiple countries. However if you could send me the ID for a Campaign where you'd like to get the country_code, I can try to dig around to see if that information exists in another place in the API.
