Upon checking, it appears that the validation rule that we have mentioned is 
not in any of our recent release notes 
(https://developers.google.com/google-ads/api/docs/release-notes). With this, 
this rule applies to all supported API versions at the moment.

I hope this clarifies your concern. Let us know if you have any additional
