Thanks for your answer. I see in the guide 
<https://developers.google.com/google-ads/api/docs/conversions/enhanced-conversions/leads#design-integration>
 that 
it is recommended to upload gclid along with user identifiers for more 
accurate measurement. So using EECL + gclid seems to be the optimal way of 
importing offline conversions.
