On the UI I can create both, exclusion criterion via user list for VIDEO
campaign, and conversion value rule set for PERFORMANCE_MAX campaign. Also,
here

it is claimed that conversion value rule sets should be supported by
PERFORMANCE_MAX campaigns.
Error when creating negative user list criterion for VIDEO campaign:
