I just tried to setup google ads api, after creating a test manager
account, I tried to create a test account under it, however it reports
below information:
To create new accounts, link an existing account
This needs to be a Google Ads account that

- has spent more than $1,000
- has a history of policy compliance
Once the account is linked, you'll get access to account creation within a
day
