Hi All, Credit card post pay billing isn't available for AdWords API charges in China or Russia. Instead you must request that your MCC account be configured for monthly invoiced billing:
http://www.google.com/support/adwordsapi/bin/answer.py?answer=92187 The AdWords API terms and conditions are normally presented during the credit card entry screen, so after invoiced billing is set up you'll need to file a request to manually approve the terms and conditions.
