We suddenly started getting this error today:

*Resource has been exhausted (e.g. check quota). **Too many requests. Retry 
in 900 seconds.*

Yet suddenly today, we started receiving this error intermittently. 
Sometimes retrying after just 30–60 seconds works, other times it doesn't — 
even though the error says to wait 900 seconds.

Nothing changed on our side — same report, same account, same usage. Now it 
fails randomly, even with retries and backoff.

Anyone else seeing this?
