We have a client and their email is a "Billing" level user under that 
customer. 

The email is the same as the admin user under the payment profile which 
they setup. 

When they sign into Google Ads with that Billing level email via the 
advertisting verification link we sent them, from the Billing -> Advertiser 
verification page, they are getting a message:

Contact a payments admin
Only payments profile admins can complete verification

Any ideas on what is causing this discrepancy as they are the payment 
profile admin?
