Ok I hear your philosophy, and I can't say that it is wrong, but it doesn't really make sense to me. Google already has to do detailed tracking in order to charge us appropriately, and to be able to respond to a particular query about API usage for a single service / method. Given that, it seems a waste to have all the separate API users do their own detailed usage tracking too. This analogy may be a stretch, but bear with me. Let's say my credit card company didn't give me an itemized bill at the end of the month, but only the total. I could ask them how much I spent on a particular date at a particular store, and they would tell me, but it was up to me to track all my purchases individually if I wanted to see all my purchases listed out. Wouldn't that be strange? I'm not saying that we are "entitled" to this kind of breakdown, and that Google is remiss for not providing it. I just think it would make more sense to centralize it, and it would make API users' lives easier.
