Keyword search volume can be obtained using the TargetingIdeaService
with a STATS request:

The API is not free to use, although free units are available under
certain situations:

  https://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=45045

You can calculate the costs using our rate sheet:
