Hey Shanmukha,
You can request an exemption for your Ad if it is going to throw a
PolicyViolationException. For the java client there is an example
available here:
http://code.google.com/p/google-api-adwords-java/source/browse/trunk/examples/v201008/HandlePolicyViolationError.java?r=181

Following this example I've successfully implemented this approach in
java. Not sure about examples for other client libraries, but this
should give you a good start.
