Anash: The email message that I sent to the API private email at the time of posting this problem included a sample file and the information on the report ID. Since then we have noticed two variations of this problem, but still cannot see any pattern as to what might be triggering it.
1. As reported above, the closing double quote for the report title line occurs on the second (header row) line of the file after the first column header 2. Similarly but different, the closing double quote for the report title line occurs after the CRLF end of line character.
