Hi Kevin, In general we only guarantee that an ID is unique within its parent context, as in an ad group ID is only unique within it's parent campaign. Keyword's are a little different though, as a keyword may receive the same ID in different ad groups if it has the same text and match type, but this is not guaranteed to happen every time.
