Everytime I try to set a CityTarget, I get this error: "[TargetError.CANNOT_TARGET_CITY @ operations[1]/*CampaignId: 48479*/.operand.targets[0]]"
I'm testing on sandbox. When I try with ProvinceTarget, everything seems to go smooth. Everytime I try to add just a city, I get this message.
