Assume your client's AdWords account is CLIENT1, and they have already 
linked it to 2 other MCCs, MCC1 and MCC2. So the account structure looks 
like

    MCC1    MCC2
   |       |
   ----|----
       |
    CLIENT1

Of these, MCC1 is the API only link you are interested in, but was taken by 
someone else already. At this point, you could ask the client to modify 
their account structure as follows:

    MCC1      MCC2
   |       |
  MCC3     |
   |       |
   ----|----
       |
    CLIENT1

Where MCC3 is a new MCC account that the client has created. MCC3->CLIENT1 
are linked using API only access, MCC1 and MCC3 are linked using API and UI 
access (since that's the only way to link 2 MCCs).

Now ask the user to invite you to manage MCC3 as a Normal user. Once this is 
done, you could use that email/password to manage client1 and all the 
accounts linked under it. See

Ideally, the invite could happen on client1 too, but if you have several 
accounts from the same client, creating an MCC3 is a better idea.
