I don't see ExternalCustomerId available for that report in the documentation: http://code.google.com/apis/adwords/docs/appendix/reports.html#campaign-negative-keywords
Since you have the campaignId, isn't it a simple lookup to determine Account, even when you switch over to multi client reports?
