Hi, The only dynamic ads the AdWords API supports are Template Ads. This appendix describes the various types of templates you can use: http://code.google.com/apis/adwords/docs/appendix/templateads.html
The AdWords API does not allow you to upload arbitrary flash and the templates do not provide any ability to load external images or text.
