Please update list of valid geographical targets on the AdWords API documentation page to accommodate changes to existing locations.
For example, Copenhagen province will be removed according to http://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=1308604&expand=locations, but I still see it listed on the documentation page: http://code.google.com/apis/adwords/docs/appendix/provincecodes.html.
