The discussions in the links you posted above are *quite *not similar to my case since I used the web UI as an anonymous user (so the suggested probable cause in the first link is not applicable) and I am using the EXACT match type (so the cause in the 2nd link is not applicable too). To validate, I tried using the UI both while signed in and while signed out and I got the same results.
However, using the idea of "exactly the same settings" in the first link, I digged over the soap logs again and saw that the maxCpc parameter *is also in micros*. This is what I failed to figure out before and I only placed a value of 1,000,000 in my code when I actually intend to set the maxCpc to 1 million USD. Changing it to 1,000,000,000,000 now returned the same result as the UI results.
