There are two different status fields in a campaign, theres Campaign.status which can be one of (ACTIVE,DELETED,PAUSED) and refers to the status of the campaign from what you can control directly, then there is Campaign.servingStatus which could be one of (SERVING,NONE,ENDED,PENDING,SUSPENDED) which Google controls internally and cannot be set through the API or web interface.
