I noticed the same behavior and reported it here (along with a XML log
of some SOAP transactions that show this happening) here last week.

My guess it that the API is creating a sort of ad-hoc adgroup with the
submitted keywords, but I can't really prove that.

If it's of any use to you David, I discovered that you can get
reliable data by enclosing each keyword in it's own campaign and
adgroup-- the downside is that limits you to 5 (yes... 5) keywords per
API transaction and generates a ton of un-wanted XML overhead.
