Yes, Wordtracker seems to be a solid alternative to the Adwords "TargetingIdeaService" method. Additionally, Wordtracker's static pricing may actually be more cost effective in the long run as you're not paying per an API call. I'm still evaluating all options (except for the Adwords API) so if you are aware of any other alternatives please post.
