Hi Save, In the documentation for the BulkMutateJobService it specifies that numRequestParts must be provided during one of the mutates or the job will be stuck in a PENDING state indefinitely: http://code.google.com/apis/adwords/docs/reference/latest/BulkMutateJobService.html
In other words, the job won't be submitted until it has received all the parts specified in numRequestParts.
