Hi Katherine,
  I saw the same behavior in the UI for this term with exact match. 
 According to the message there, it is also due to lack of data.  It may 
also be related to Olay being a trademarked term (possibly).  I'd recommend 
checking with general AdWords support regarding this since both the UI and 
the API return the same values, making this a product-level issue
