I am getting a similar issue (1 month already) but instead I am getting mails of "Action Required" stating that I should complete the "Tell us how you would like to use the Adwords API" question in the form.
The thing is that I completed the question about 10000 times, but it looks like there is some kind of bug or something because when I save my info then I get a blank field again. Anyone from Google AdWords Team reading this can help? Thanks!
