The v13 URL report now maps to the Destination URL report http://code.google.com/apis/adwords/docs/appendix/reports.html#destination-url Assuming that when you say that you set the "URL at AdGroup level" you mean you are overriding the destination urls at the keyword level. Then the Keyword performance report should give you the destination URL by requesting the "CriteriaDestinationUrl" field in you report selector. If that is not the case please please post you sanitized SOAP request and the customer id of the account your are reporting on and I'll be glad to investigate.
